Rickey Garfield Mullins, 64, of Wurtland, Kentucky passed away January 29, 2023, at King’s Daughters’ Medical Center in Ashland, Kentucky. Rickey was born December 29, 1958, in Ashland, Kentucky, a son of the late William B. and Victoria Ramey Mullins. In addition to his parents, he was preceded in death by two brothers Percy Mullins and Rodney Mullins and two sisters Dorlene Tackett and Kathy Hill.

He is survived by his wife of 43 years Kay Frances Fosson Mullins
